A continuing resolution would keep the government working.
The Senate is set to vote Tuesday evening to advance a short-term bill to keep the government funded, but a proposal included in the package to speed up permitting of both renewable and fossil fuel energy projects has thrown quick passage into doubt. The 237-page continuing resolution was released by the Senate Committee on Appropriations Monday.
Senate Majority Leader Chuck Schumer of New York may take procedural steps to set up a final vote on the plan that would run through December 16. When cloture is called for a vote, it will require 60 votes to get the motion to proceed.
If Senator Schumer cannot reach that number of votes due to opposition to the permitting language or other matters, he could change his cloture vote to “no,” a procedural move that would allow a do-over vote on the motion, with the intent to strike the permitting measure or other offending provisions.
Without a continuing resolution, the government faces an October 1 shutdown.
